The sequence

Humanity first creates the Recognition Signal. Flight 15 is the designated opportunity to transmit that record toward Mars.

What the claim does not mean

The token does not cause the launch, control Starship or imply Alien X is aboard. FILE X simply identifies the flight as the first transmission window.

What happens at liftoff

The accumulated recognition—the Witness record and the weight tethered through SPCX—is treated as transmitted. Then the protocol moves into its least controllable phase: the wait.
